All hours and as loud as they want to.
Several weeks ago I wrote this neighbor a letter asking if they were experiencing the following and I listed the pounding of drums, vibrato of guitars and voices bouncing off the walls and shaking the floors and the fact that I actually sleep from 1AM - 5AM and I can't hear my own headphone music and coursework. That they leave me not one ounce of private weekend or week day and evening space. That I am being force fed someone else's music. LOL these guys moved in months after I did.
I had first told my landlord about the situation in person and he just nodded. In our lease the landlord explains to each tenant that they are to keep quiet after 10pm and that this building is a quiet building, please be considerate of your neighbors.
When the above two attempts failed I called 311 and of course they just read stuff that is not true and like, I don't need to know that. They called 911 and asked the police to come to my apartment on a non-emergency basis. The police never came.
The next day I called and checked on the req and the req stated that the police came at 7:00am and no one was home and they could not hear any noise, duh! LOL such a lie. We have a video intercom and that thing definitely wakes you up and makes you aware. Point blank they did not come.
That 311 person disagreed with the prior 311 person who claimed that people can make noise whenever they want. This 311 said that the police would come and decide whether it was too loud. Do you get the flavor here, we do not have democracy in this country, not in New York City.
I wasn't worried at all. My walls and floors are vibrating, meaning too loud in anyone's bent up mind.
To date noone has come. I am told that I have to call every single time. The guy downstairs said don't you think that's carrying it a little too far calling the police. LOL that guy is being sued by all his neighbors because of his barking dog. Like I'll listen to him. He said why don't you just knock on his door. He's probably just high on something when he is doing and doesn't know. I say that is exactly why I do not want to deal with this person on that level. Its not just that he opens and slams his door about 10 times in 3 minutes, the dude isn't there. Once I had gone into the building quickly and this guy had come up within a minute later of me, he was p'o'd because I hadn't waited and opened the door from him. Nope don't want to make it personal, want my privacy and am not looking to social network that way. Duh I already have linkedin. My neighbor below looks at me funny. I'm laughing. Then he smiles.
One of these days the police are going to do their job and they'll see what's going on and this guy just might get the message.
The guy, the neighbor, never answered my letter. I know he got it because the letter was gone a couple of hours later. We live in a corner of the building, only we would know about the envelope.
I decided I am going to write him a letter by certificate of mailing. Another way around this is to bring in a sound specialist and I think, yes, that is what I am going to do. I'll copy a request to the landlord and the tenant with the report and state if you continue to violate my warrant of habitability then this goes to small claims court each and every time there is a violation. I think in the end it will be cheaper for them to get a studio or just, like move out. LOL my landlord would like me to move out, because I am witness to his other violations. That's how they cure violations here, they ask you to move out. Yep, forced eviction an international law violation.
